Payne tries to answer the question: "How does poverty impact learning, work habits, decision making?” She utilizes a workbook type approach and provides "practical yet compassionate strategies for addressing [poverty’s] impact on people’s lives.” The book is "carefully researched and filled with charts, tables and questionnaires.”

Written from the perspective of the undercover journalist, it sets out to investigate the impact of the 1996 welfare reform act on the "working poor" in the United States.
